Municipal Utilities Terms of Service

Effective August 18, 2026

These terms cover the Auto Secure Login Municipal Utilities software. Sugar City is currently evaluating this software and is not yet an Auto Secure Login client. This site is not an official municipal government service, and nothing here replaces the Town of Sugar City's own policies, ordinances, or utility rules.

What this software does

Municipal Utilities is billing and operations software a town's staff use to run its utility services. Specifically, it:

What this software does not do

Who may use it, and how

Staff accounts are issued by the town's utility administrator and are personal to the individual. Do not share a password or let someone else act under your account; every action is recorded against the account that performed it. Resident accounts may view and manage only that household's own information. Attempting to reach another household's or another organization's records is prohibited, and the software is built to refuse it.

Billing accuracy and disputes

Bills are produced from meter readings and the rate configuration in effect. Readings can be misread, a meter can fail, and a rate can be entered incorrectly. If a bill looks wrong, contact the utility office — a person can re-check the reading and correct the account. Corrections are made as recorded adjustments with a stated reason, not by quietly editing history. The town's own billing records and its published rates, not this software's display, govern what is actually owed.

Payment arrangements

Where the town offers them, a household that cannot pay a month may defer that balance and repay it in equal installments added to following bills. The deferred amount is moved out of the original bill and repaid through those installments, so it is not owed twice. Whether arrangements are offered, and on what terms, is the town's decision.

Text messages

Text alerts are opt-in. Standard message and data rates may apply. Reply STOP to any message to stop receiving them, or turn them off in your account. Alerts are a convenience and may be delayed or undelivered; do not rely on them for emergencies.

Location while on duty

For field staff, clocking in starts device-location reporting to authorized dispatch and administrators, and it stops at clock-out. Off-duty location reports are refused by the server. Location history is automatically limited to 30 days. See the privacy notice for details.

Evaluation status and availability

This deployment is a controlled evaluation. Evaluators must use test data and must not enter real payment card information. The software is provided as is, without warranty. It may be unavailable for maintenance, and no uptime is guaranteed during evaluation. We keep backups and verify them, but you should not treat this as the town's only record.

Data, and who owns it

Utility records entered by the town remain the town's records. Auto Secure Login operates the software and hosting on the town's behalf and does not sell resident data or use it for advertising. Records are retained while the engagement is active or until the town asks for their removal. Public records requests are the town's to answer under Colorado law; this software's job is to make the underlying records findable and exportable.

Changes to these terms

If these terms change materially, the effective date above changes and the current version is posted here.
