We want every resident of Sugar City to be able to use this site and pay their utility bill, including people who use a screen reader, navigate by keyboard, need larger text, or rely on high contrast.
The standard we are working to
We are working to Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. This is the standard named by Colorado law for state and local government websites (HB21-1110, as amended by HB24-1454) and by the U.S. Department of Justice rule under Title II of the Americans with Disabilities Act.
How much of the site currently meets it
Partially conformant. That means most of the site meets the standard, and we know of some areas that do not yet. We would rather tell you that plainly than claim more than we can show.
What we have done
- Audited every public page against WCAG 2.1 AA and fixed what we found, including text and control contrast, heading structure, page titles, and form labels.
- Made every control reachable and operable by keyboard, with a visible focus indicator.
- Confirmed the site works at 320 pixels wide and when text spacing is increased, without loss of content.
- Published the whole resident-facing site in English and Spanish, with the page language marked so a screen reader uses the right voice.
- Added automated tests that fail the build if any of these regress.
What we know is not done yet
- The staff-facing pages have not yet had a full manual review with a screen reader. Automated checks pass, but automated checks cannot find everything.
- Documents the town publishes (such as PDFs of ordinances or meeting minutes) may not be accessible. If you need one in another format, please ask and we will provide it.
- The map of crew locations is visual. The same information is listed in text beside it.

If you cannot use part of this site, please tell us. We treat it as a fault to fix, not a complaint to file, and we will reply.

Getting help another way
You do not have to use this website. You can pay your bill, set up service, ask a billing question, or arrange a payment plan in person or by phone at Town Hall during office hours, and staff can do anything on this site on your behalf.
How this statement is kept up to date
We review this statement whenever we make a significant change to the site, and at least once a year. The date at the top shows the last review.

Lo que hemos hecho
- Auditamos todas las páginas públicas conforme a WCAG 2.1 AA y corregimos lo encontrado: contraste del texto y de los controles, estructura de encabezados, títulos de página y etiquetas de formulario.
- Hicimos que todos los controles sean accesibles y utilizables con el teclado, con un indicador de foco visible.
- Comprobamos que el sitio funciona con 320 píxeles de ancho y con mayor espaciado de texto, sin pérdida de contenido.
- Publicamos todo el sitio dirigido a residentes en inglés y español, con el idioma de la página marcado para que el lector de pantalla use la voz correcta.
- Añadimos pruebas automáticas que detienen la compilación si algo de esto se revierte.
Lo que aún no está terminado
- Las páginas para el personal aún no han tenido una revisión manual completa con un lector de pantalla. Las comprobaciones automáticas pasan, pero no lo detectan todo.
- Los documentos que publica el pueblo (por ejemplo, archivos PDF de ordenanzas o actas) pueden no ser accesibles. Si necesita uno en otro formato, pídalo y se lo proporcionaremos.
- El mapa de ubicación de las cuadrillas es visual. La misma información aparece en texto junto al mapa.

Cómo obtener ayuda de otra manera
No tiene que usar este sitio web. Puede pagar su factura, dar de alta un servicio, hacer una pregunta sobre facturación o solicitar un plan de pagos en persona o por teléfono en el Ayuntamiento durante el horario de oficina, y el personal puede hacer en su nombre cualquier cosa que se pueda hacer en este sitio.

Revisamos esta declaración cada vez que hacemos un cambio importante en el sitio y, como mínimo, una vez al año. La fecha que aparece arriba indica la última revisión.
